The IT-17 uses pretty much the same popular and successful emission test platform created by Heathkit in the late 1940s. The only changes made since original version (the TC-1) are cosmetic and mechanical. The cosmetics are obvious, mechanically, the roll chart was greatly improved. In fact, I believe I would be correct in stating the improved Heathkit roll chart, (which began with model TC-3) is the best in the industry! Tube tester roll charts on all brands and models had a tendency to bind and backlash. Heathkit solved that problem with model TC-3  with a unique newly designed roll chart mechanism. The paper roll data are on two independently suspended  geared rolls with spring tensioning just taught enough for smooth roll transition from one end to the other. This mechanism continues with models IT-21 and their last model IT-3117.

Other changes were also made; the addition of several new tube sockets which were introduced in the 1970s. Among them were compactrons and several others requiring up to 12 pins. Of course additional switches had to be added as well but the basic testing platform did not change.
