The Heathkit TC-3 is Heath's third generation tube tester has the same testing circuitry as the two previous models (TC-1 & TC-2). The roll chart mechanism (an ingenious & brilliant change) is all new and unique in the industry. It features a unique newly designed roll chart mechanism. The paper roll data are on two independently suspended  geared rolls with spring tensioning just taught enough for smooth roll transition from one end to the other. This mechanism continues with models IT-17 through their last model IT-3117. The case design and panel layout-out are new also but basically cosmetic. There is one minor circuit change, the addition of the leakage test switch which adds a 2.2 meg. resistor in the shorts test circuit for a leakage test, all this does is reduce the sensitivity of the shorts test.

The TC-2 is basic emission tester but a bit better tester than most other brands of emission testers.  The Heath platform utilizes all tube elements in the test as others just use two (plate & cathode). The TC-3 will test nearly all consumer tubes from the mid 1920's - 1960's including; big pin, octal, loctal, 7 & 9 pin miniature.  The newer tubes that came out in the early-mid 1960's, such as compactrons, and other newer special based tubes can only be tested with a newer version of this tester such as model IT-17 or IT-21 or IT-3117.
